You're using using a NAT based sharing program and are having trouble downloading files using FTP or ICQ:

NAT based programs have a built-in firewall that doesn't let any unrequested data from the Internet past it.

FTP programs (or other applications that transfer files to your computer) can sometimes make your NAT based sharing program think that someone is trying to get into your LAN, when all you're trying to do is download a file that you want!  (For an explanation of why this happens, you can read this.)

Most file transfer programs have the ability to switch to PASV mode. This is a setting that usually is found in the "firewall" or "proxy" section of the programs Preferences or Options menus. Just find it and enable it and you should be able to transfer programs to your heart's content!
